Not Registering with the Registrar

Found below are two letters sent to the Registrar of the College of Physicians and Surgeons of Ontario. They belong in the Territory. Before the letters is the following law.
The Regulated Health Professions Act, 1991, S.O. 1991, c. 18 Schedule 2 defines the the College's duty, it reads:
"It is the duty of the College to work in consultation with the Minister to ensure, as a matter of public interest, that the people of Ontario have access to adequate numbers of qualified, skilled and competent regulated health professionals. 2008, c. 18, s. 1;" and
"In carrying out its objects, the College has a duty to serve and protect the public interest. 1991, c. 18, Schedule 2, s. 3 (2)."
The Registrar made no efforts to meet with Dr. Waddell despite having all of his contact information.

Dr. Whitmore,
I have been a member of the CPSO since graduating medical school in 1989. I request an in-person meeting with you to discuss major problems that I have faced in my medical career starting in 2012 including my interactions with the College. I am willing and able come to Toronto for this meeting and anticipate I’d take no more than an hour of your time.
I know that many people at the College have discriminated against me due to my past history of mental illness [depression]. This includes at least two College investigators and many members who sit on the ICRC. In these times, this sort of conduct is highly improper, not to mention illegal by way of violating my human rights. This mistreatment has been very hurtful and destructive, and has completely eroded my confidence in the profession’s ability to govern itself. I kindly request that my concerns be heard in a direct and amicable manner so that what happened to me does not happen to another member.
The worst angst and strife that crushed me is the knowledge that I have failed to protect the patients who were killed, maimed and endangered by the egregious misdeeds committed by many of my colleagues on the Medical Staff whist I was the Interim Chief of Staff of a public hospital in 2012 and 2013. Along with this was outrageous conduct by physicians that brought great shame to the medical profession. I did report most of these allegations to the College many times only to have them dismissed and discounted by your investigators as the musings of a madman. I consider this inaction a major failing of the College’s role to protect the public and know with confidence that the public will share the same sentiment when faced with the evidence.

Dr. Whitmore,
Thank you for your email reply, albeit a cursory and formal brush off.
For the record, my concerns have nothing to do with the charges levelled against me by the College, as that matter is before the Discipline Committee. The purpose of my letters relate to;
1. A genocide of the First Nation people who live along the western shore of James Bay that I was witness to at the hands of many members of my Medical Staff, all Ontario doctors regulated by the College you are in charge of.
2. A multifaceted cover up involving the hospital's Chief of Staff, CEO, Chief of Family Medicine, President of the Medical Staff, VP of HR, Chief Nursing Executive, Chief Privacy Officer, Chief Quality Officer, Quality Coordinator, Director of Public Relations, Chairman of the Board and several other Board members, the original hospital lawyer and many others. The cover up also reaches deep into the NE LHIN including two of their CEO's and the VP of Clinical.
3. Millions of health care dollars robbed from the Territory's sick and wounded to bury the hospital's dirty secrets along with the dead already killed through negligence, purposeful neglect, incompetence, greed, laziness, envy, entitlement & incapacity.
4. This cover up is at a criminal level by way of breach of public trust committed by the Chief of Staff, [redacted] with his/her bastardization of multiple rules, regulations, policies, bylaws and precedents as well as various provincial laws; to serve his selfish needs rather than serve the needs of the hospital’s patients as is required of him by law and duty.
5. The College knowingly turning a blind eye to the horrible misdeeds committed by several of its members despite repeated reports made of these by myself to several officials within your organization over an extended period of time. History will judge this indifference and inaction as a miserable failure of the College to protect all of indigenous peoples.
It is my view, the College’s choice to exclude me from participating in self-governance is arbitrary, ill-informed, erroneous and irresponsible, and has left the Mushkegowuk people exposed to needless risk and harm. Yet it is the College decision, I must accept it and shall move on in another direction; knowing in my heart that you, the Registrar, were given a final opportunity to right a terrible wrong committed against an entire race of people.
