Dear Dr. Whitmore:
1. I wrote you an email on January 14, 2026 and as expected I've heard nothing back from you or any of the other recipients (Mr. Michel Bilodeau, Ms. Kate Fyfe, Dr. Eric Hoskins, Mr. David McNeil R.N., Dr. Jane Philpott and Dr. Paul Preston)
2. Found below is a slightly edited version of that email as a reminder of what was said. The editing was done this morning to correct spelling, grammatical and punctuation errors found in the original document, as doing it on the small screen of my iPhone lended itself to errors that I normally don't make but that's all I had as my Macbook was in the shop getting repairs.
I added the names of the doctors that I knew of on the Medical Staff and some other minor corrections for accuracy and clarity. In my view none of these changes modify the messages contained within the original document.
3. I have copied the Chair and Co-Chair of the CPSO Board of Directors. I think this is important because there is a potential Conflict of Interest position present. As such, inaction on your part could be perceived as self-serving by a reasonable person given the 3 letters I have sent to you in the end of 2018 & early 2019. 4. With all due respect Dr. Whitmore, I think you had a duty to listen to my concerns about what I knew of the wrongdoing by various members of the Medical Staff at the WAHA that endangered and harmed their patients, disgraced the medical profession, and seized back modern day Treaty Rights from their First Nations patients. I basically begged you to help the patients of the WAHA twice.
I think a conversation should have ensued between us made particularly true when the President of the Canadian Medical Association Dr. Reiner apologized for the harm Canadian physicians knowingly inflicted upon First Nation, Metis and Inuit patients in her address of September 2024. I saw those harms first-hand multiple times and did everything in my power to stop them. That includes several reports to College officials and 3 letters to you, and the College did nothing but shoot me as the messenger, and that was grossly unfair and unprofessional to the endangered, harmed and prematurely dead old patients of mine.
I also think the College's inaction is a knowing violation of the law as the law requires that the College ensures that the patients of Ontario receive quality care from their licensed physicians. Here's a guy like me, an experienced physician with a stellar work record ** furiously waving flags of physicians' impropriety and misdeeds for a prolonged period of time in many places and the College did zippo. I will admit that my communication style is colourful and is replete with symbolism and metaphors, but the messages were clear and accurate. If my style was sterile and bland on social media it was not going to be read and actioned by my old patients based on the decade of experience I had serving them. It was read and within a year of the campaign, the senior executive team, physician leadership and Board was gutted with probably the largest restructuring of a public hospital in recorded time. But my defence of the charges levelled against me by the College contained the exact same serious concerns but in lawyer's-speak and the College still took no action to investigate.
** In their Letters of Recommendation Drs. Green and Martens and Mr. Schmidt described me as: violent, dangerous, mentally ill, homicidal, infanticidal, unstable, flippant, unpredictable, unreliable, irrational, unprofessional, untrustworthy, a common thief, manipulative, abandoned patients, superiority complex, non-collegial and many other negative adjectives and verbs that were presented to the Medical Advisory Committee on September 25, 2015. There was no documentation presented to support any of these characterizations and in tendering them the multiple layers of steps to investigate such allegations were completely bypassed as described in the WAHA Bylaws. Prior to this date I had zero complaints at the WAHA from any CEO (5), any Chief of Staff including Dr. Green (4), any Chief of Family Medicine including Dr. Martens (9), any surgeon (several), any anaesthetist (many), specialists (couple dozen), family doctors (dozens), nurse practitioners (several), allied healthcare professionals (several), nurses (100's), support staff (hundreds), medical learners (100's), patients (1000's) in a decade of continuous service.
At the September 25 meeting, I was not invited and therefore completely defenceless to cross-examine any evidence, present my own evidence, cross-examine any statement, present my own statement, call witnesses et cetera. September 25, 2015 was a kangaroo court at the highest of levels (charged, tried, judged and sentenced in absentia) and as such their Findings are unsupported and meaningless. I learned of my 'deficiencies' 2 weeks after the fact (October 8, 2015) and by then the damage was done and irreparable.
5. But no one can change the past but it is my goal to change my old patients future by exposing the truths that I know of and end the cover up of this deception as contained within the WAHA Clinical Review, WAHA Clinical Review - Primary Care Review, the Decision with Reasons in the matter of WAHA v Waddell at HPARB and the Agreed Upon Statement of Facts in the matter of the CPSO v Waddell. With that, my old patients will accurately record their history and use it to better guide their healthcare system tailored to their needs.
6. I have also copied the Nishnawbe Aski Police Services Chief Mr. Terry Armstrong as it is my firm belief that if I had acted as others have in their various roles in the making of the WAHA Clinical Review and WAHA Clinical Review - Primary Care Review, I'd expect to be in jail for breach of trust, and aiding and abetting as a minimum.
5. I have also copied the College of Nurses of Ontario as at least one of the 'investigators' is a licensed RN with them, Mr. David McNeil.
6. To the matter at hand Dr. Whitmore:
Who will be the College investigators?
Who will be the College lawyer that prosecutes all who are involved? Not just the physicians but the 8 members of the investigative team that performed physician duties that cannot be delegated to them by Dr. Preston?
Did you get a copy of the WAHA Clinical Review from Mr. Bilodeau, Ms. Fyfe, Dr. Hoskins, Mr. McNeil R.N. Dr. Philpott or Dr. Preston?
Did you get a copy of the WAHA Clinical Review - Primary Care Review from Dr. Preston?
Did Mr. Bilodeau, Ms. Fyfe, Mr. McNeil R.N. and Dr. Preston supply you with their patient chart audits that they used to determine the skills and knowledge of all of the 31 family doctors that they peer assessed to determine that the doctors at WAHA were 'competent'?
Did Mr. Bilodeau, Ms. Fyfe and Mr. McNeil R.N. send you a copy of their medical school degree, medical license number and a copy of their Curriculum Vitae that shows that they are both qualified and trained to do peer assessments?
Did Dr. Preston send you his CV that outlines that he is a peer assessor?
Did Mr. Bilodeau, Ms. Fyfe, Mr. McNeil R.N. and Dr. Preston send you the written reports they sent to the College's Quality Assurance Committee about all of the 31 doctors they peer assessed at the WAHA?
7. I will now speak of my mental health. I have episodic bouts of depression in response to prolonged and extreme stress, except for my first in 1980 that was post-concussive in nature. The years were 1993, 2013, 2020 and 2025. Each bout lasts for a few months. I always seek attention voluntarily from my psychiatrist in a timely manner. I quickly respond to various antidepressant agents and supportive psychotherapy. I have never missed a day of work when I am depressed and have never been hospitalized or put on a Form 1 (involuntary admission to a psychiatric facility)
My depression in 2013 was triggered by the fights I had with various members of my Medical Staff that were badly behaving at outrageous and obscene levels. Imagine doctors knowingly trying to justify their clearly dangerous, reckless or unprofessional misconduct to me, a third generation physician. Imagine those aggrieved physicians mobbing me (organized and sustained harassment by a group) for months on end in hopes to drive me out of the WAHA. Imagine those same doctors turning to me for help with a patient of theirs that they could not handle given my experience, wisdom and expertise, getting that help from me and immediately resume the mobbing. It was surreal, deeply disturbing and highly distressing.
From this illness, I sought out timely care, received the usual treatment, got better in a few months, never missed a work assignment throughout, but did seek work accommodations to keep me separated from the mob (Drs. Barkman, Bond, Dahl, Green, Nevins, Nicoara, Petconi and Ringrose), the management that knew about it and did nothing (CEO Mr. Bernie Schmidt, VP HR Ms. Kelly Reuben & Chief Quality Officer Ms. Caroline Lidstone-Jones) and the place where it happened (Weeneebayko General Hospital). The Chief of Staff Dr. Green was fully informed of this illness throughout and I was reappointed for the tenth consecutive time in the 2014 - 15 fiscal period.
I also have post-traumatic stress disorder from this and I have suffered severe moral injuries. The scars for the moral injuries are deep, wide, crooked and grotesque, and will never get better.
The College has seized my medical records in matters that relate to the CPSO v Waddell. If anyone at the College releases any information in those files to any person or party, either inside or outside of the College from this day forth, I will consider this a violation of my right to privacy and I will sue the College and everyone else involved in that breach. In other words, moving forward, those files are permanently sealed and are to never be opened again by any person or party at the CPSO.
8. In practice, I saw the stigma that comes with mental illness. As a patient with it, I felt that stigma. Despite that, it does not change the written records in patients' charts, human resources files, pharmacy records, emails, MAC Minutes, Physician Schedules, Sworn Statements, hearing documents or witness statements that I have or know of that back up everyone of my allegations. Pick any one of my allegations in 'Dirty Deeds Done by Docs' and I will gladly prove their veracity to you.
9. Moving forward, I think the CPSO Board Chair and Vice - Chair will go through the CPSO Conflict of Interest policy and decide if you are to be recused from this matter. If so, my letters will find their way to different persons at the CPSO.
10. Be it known, that I am launching this complaint against
Dr. Jane Philpott,
Dr. Eric Hoskins,
Dr. Paul Preston,
Dr. Gordon Green,
Dr. Ben Martens,
Mr. David McNeil, R.N.
Mr. Michel Bilodeau,
Ms. Kate Fyfe, and
the other 5 investigators whose names are not yet known,
on behalf of the patients of WAHA. To a reasonable person, your name should also be on this list.
All of these people knowingly turned a blind eye away from the danger and harms that I spoke of, that is purposeful omission.
Not only did they do that, but they also engaged in several acts of commision of deceit, in two ways: The addition of old and well established news as 'new' news and adding lines of deceit to give the impression that they had looked at my allegations and found them to be untrue.
11. I want it on the record, Dr. Gordon Green and Mr. Schmidt filed a complaint against me directly with you Dr. Whitmore in May or June 2017 under the guise that it was on behalf of the patients of the WAHA, when in fact it was about saving themselves from being embarrassed and fired. They did this through their lawyers Ms. Paula Trattner with you, and Ms. Hannah Kingdom with CPSO Council Ms. Amy Block and investigator Ms. Melanie Carrington. So a precedent is established that I can act on behalf of these old patients in 2026 in a similar manner as Dr. Green & Mr. Schmidt did 8 years ago.
12. I hope to hear from the College within 4 weeks on these matters and when time and energy allows I will be writing to the College again in the interval.

Dear Dr. Whitmore,
1. I am a physician whistleblower that sounded off about egregious misdeeds committed by members of the Medical Staff of the WAHA that caused danger and harm to the hospital’s patients.
There were other behaviours that were a total disgrace to the medical profession.
In addition, modern day Treaty Rights were unilaterally and knowingly seized back by the Chief of Staff Dr. Gordon Green from the indigenous people without consultation with any of the signatories (Five First Nation Chiefs, a Mayor, Health Canada and the Ontario Ministry of Health & Long-Term Care). In doing so, the under-worked family physicians' work loads became even lighter whilst patient waiting lists to be seen by a physician grew incredibly longer. That's not right by any means but that's exactly what happened.
2. Before this all avenues available to me to stop the misconduct were unsuccessful and eventually led to me being a victim of mobbing that culminated in being denied my eleventh continuous reappointment at the hospital. Basically, I was cast out for performing my fiduciary duties as the Chief of Staff of the hospital and a medical doctor in Ontario.
3. All efforts to obtain my reappointment were denied. To achieve this six lawyers have been retained by the WAHA as directed by Dr. Green, a most malevolent and bully of a man in my view, that I’ve said to his face under Oath (see the Blog titled 'Green Goblin' on my website www.mushkegowuklivesmatter.net)
4. I also reported my serious concerns about the misconduct of the Medical Staff to multiple officials at the CPSO multiple times. Nothing was done except to shoot the messenger which was me.
5. My patients were in harm's way from hidden misconduct within their hospital. All measures had failed so I turned to social media and posted much of what I knew of as described in my Blog titled 'Dirty Deeds Done by Docs.'
6. My Facebook awareness campaign began in early May 2017. It was very well received as finally an inside doctor was exposing what all the patients knew anyway; that they were receiving below the medical standard of care in comparison to the rest of the people in Ontario.
7. My campaign caught the attention of the Grand Chief of the Mushkegowuk Territory, whose name was Mr. Jonathan Solomon. In response, he wrote two letters to senior officials at Health Canada, the Ontario Ministry of Health and Long-Term Care and the WAHA. Drs. Hoskins and Philpott received these letters. (see Blog 'May 14, 2017 Letter' and 'June 15, 2017 Letter')
8. In the Grand Chief's second letter, he used the word serious multiple times to describe my allegations.
9. Also in the Grand Chief's second letter both he and his lawyer for the Mushkegowuk Council felt that I was a credible witness. In the same letter, he felt that the senior executive team at the WAHA were not forthcoming. From my experience, there was incredible incompetence and corruption, reckless and careless decisions, dishonesty, manipulation and other negative behaviours.
The Grand Chief’s letter contained many examples of egregious misdeeds committed by the hospital‘s doctors and their consequences.
He demanded that an experienced physician conduct interviews of me and then issue a report of his findings to the Grand Chief and his Council.
10. This was never done. Instead senior officials at HC, MOHLTC, WAHA, North East Local Health Integration Network and Health Sciences North - Sudbury hatched a scheme to ‘investigate’ the WAHA itself and totally ignore Grand Chief’s demand that I be interviewed.
A 9 - member investigative team arrived in Moose Factory on October 31, 2017 and conducted a 3 - day ‘investigation.’ A fourth day was held in Toronto on November 29, 2017. The Lead Investigator's name was Mr. Michel Bilodeau who was appointed as an investigator pursuant to the Public Hospitals Act by Dr. Hoskins, and as such has a fiduciary duty owed to the patients of the WAHA, WAHA itself, the MOHLTC and the people of Ontario.
Two ‘Reviews’ were published. Both Reviews were cut-and-paste exercises of reports published in 2016 and earlier, and spruced up some to appear as ‘new' news. All of the information within both Reviews was already well known to the People, their community leaders, their hospital leaders, the NELHIN, the Ontario Ministry of Health and Health Canada. The hospital was old and the equipment and IT was going stale and outdated.
But in both Reviews there was inserted a line to three lines of lies to deceive the Grand Chief to leave the impression that they had interviewed me, or at least looked at my allegations reported in his letter.
The first Review published by Dr. Paul Preston on November 3, 2017 there was one line of lies about how ‘excellent’ the doctors all were and how they 'persevered under these circumstances'. Dr. Preston was able to conclude’ this by speaking to the two most crooked doctors at the hospital with a total of at least 31 on Staff (Banayan, Barkman, Bond, Dahl, Gao, Green, Innes, Jaffer, Kading, Klassesn, Leung, Lusher, MacMillan, Malcolm, Martens, McNeil, Muselius, Mwawmenda, Nevins, Ngai, Nicholson, Peltier, Perera, Salehi, Sebastian Sheik, Shoucri, Thompson, Waddell, Whyte & Winterburn).
Dr. Preston did not even open a patient chart. Dr. Preston was not even trained or qualified to peer assess the doctors at the hospital as the hospital doctors did everything (delivery of babies, look after hospitalized patients, do ER duty and provide primary care) in a very remote and isolated environment, while all Dr. Preston has done for the major part of his career (as best that I can tell) is push a pencil as a healthcare administrator for the government, operate a medical esthetics and laser clinic and do mindfulness psychotherapy. His words of praise are 100 percent meaningless but to an unknowing audience that weren’t doctors they would fool them.
His letter was introduced as ‘evidence’ at my HPARB hearing (WAHA v Waddell) and with the help of hundreds of thousands of dollars spent on legal twists and turns the 3 - member panel (which is not an independent arm of the Ontario government) was able to ‘find’ that my allegations were likely untrue. This is all deliberate propaganda who’s details will be explained in another letter.
The second Review published online on the MOH website by Mr. Michel Bilodeau on January 23, 2018 had three lines of lines of deceit in it.
The first was how ‘competent’ all of the physicians were. Dr. Preston, current CEO of TDH Ms. Kate Fyfe, current CEO HSN Mr. David McNeil RN, Mr. Michel Bilodeau as Lead Investigator plus 5 other unknown ‘investigators’ made this assessment. None of them are qualified or trained to assess physicians skill and knowledge. NONE.
The second line was also deceit that spoke about safety and quality measures in place to ensure quality care. On paper they were there but in practice many of them were simply ignored or disregarded all together. If they had spoken to me, I could easily have rhymed off close to a dozen with the documents and witnesses to support each and every one of them.
As for the third line, the grand daddy of lies, said they found no areas of concern that related to patient care. Do you think bad doctors are voluntarily going to show the ‘investigators’ the results of their corrupt and incompetent work? If the ‘investigators’ had spoken to me, I would have shown them a couple dozen areas of serious to grievous problems. But they didn’t.
11. Anyway, Grand Chief Solomon got played like a fool, and in turn so did his Council and all of his People.
The Grand Chief was furious about the lies and tricks in both Reviews but for reasons that I don’t know of, simply let it go despite strong protests from me. Personally, I think he was either threatened with something by the governments (eg. cut off all money to build the new health complex in Moosonee, cut off other monies for social infrastructure in his home community of Kashechewan First Nation and governance operations? Or perhaps the governments simply wore him down? I don’t know, only Mr. Solomon knows.)
12. I exposed how the Grand Chief was duped in a blog titled ‘Fooling the Big Chief’ on my website www.mushkegowuklivesmatter.net . In it I outlined in more detail how the feds, province and hospital officials, with a fiduciary responsibility owed to the Mushkegowuk People, scammed them as briefly outlined above.
That blog was posted in the winter of 2024 and it received much attention from the grass roots in the Mushkegowuk territory. Soon after this noise rattled through various government office buildings and the WAHA Clinical Review disappeared from public viewing, never to be seen again.
Repeated inquiries made by me to locate the Review are futile. Ignored emails, unreturned voice mails, or if you do get a person on the phone they simply don’t know. Once was a public document for viewing on the MOH website from 2018 to 2024 is now permanently vanished.
13. Now I anticipate there are going to be major ducks, dives and other evasive activities put into place and perhaps some finger pointing, but the most likely response will be radio silence.
Dr. Whitmore, given the seriousness of this issue of an orchestrated coverup of physicians’ egregious wrongdoing by powerful institutions and people, I insist that your most experienced investigators be assigned to the case and the College’s best lawyers immediately. In anticipation that you will ignore me, you might notice there is a news reporter from the NY Times who has expressed some interest in this topic.
In addition, there are dozens of Warriors for Truth being simultaneously broadcast this very email. It is my hope that their presence and actions will bring upon a timely resolution of this matter. These Warriors are well motivated as many have been touched in one way or another by physician wrongdoing. These Warriors have a legal right to expect you and your College to investigate as you are compelled by law to do so.
To Dr. Preston,
Please send your copy of the 'WAHA Clinical Review - Primary Care Review' to Dr. Whitmore. Along with this please send your credentials (Curriculum Vitae that includes that you are a Peer Assessor for the College) along with all of your interview notes on the Medical Staff at the time of your ‘assessments’, all of their patients’ chart audits and your letters of your findings submitted to the College Quality Assurance Committee, for all 31 family doctors on the Medical Staff.
(For Martina and the Warriors for Truth, Dr. Preston is going to experience extreme difficulty complying with this request as no such documents exist except for his CV. )
To Ms. Fyfe, Mr. Bilodeau, Mr. McDaniel and the other 5 ‘inspectors’
If you could please do the same as what I asked of Dr. Preston. Please include your medical school you graduated from, your post-grad residency program and your CPSO license certificate. In addition, all of you please forward on your copy of the 'WAHA Clinical Review' as I know with 100 percent certainty you all received one.
To Martina and the Warriors for Truth this will be an exceedingly difficult task to do as probably all of them are not physicians yet they were able to determine the ‘competence’ of the Medical Staff at a First Nation hospital as non-physicians.
Are you happy with that? Or is that the ‘standard’ for First Nation People from your Lands (Who happen to be the sickest patient cohort I have seen in my entire lifetime)?
To Dr. Hoskins & Dr. Philpott,
If you could forward on your letters sent to you and your office from the Grand Chief to Dr. Whitmore that would be grand. The first from the Grand Chief was sent to you in mid May 2017 and the second was sent in mid June 2017.
16. No one can undo the details found in the Grand Chief’s letters.
17. No one can undo the 2 Reviews.
18. No one can undo the College Peer Assessment process.
No one can eliminate the Hippocratic oath and the Standards and Codes of the physician and nursing profession, that includes standards for administrative medicine and nursing.
20. No one can undo the Medicine Act, the Regulated Health Professions Act, the Public Hospital Act and others.
21. No one can undo the fiduciary responsibility that appointed and elected public officials owed to the institutions they serve and the People that rely on those institutions. The same can be said for licensed physicians and nurses. In my case I am a disgraced physician but the fiduciary duties I owe to my patients is a lifelong obligation.
22. No one can change any of the elements of Breach of Trust as found in the Criminal Code, along with aiding and abetting and obstruction of justice.
Points 16 to 22 are simply indisputable facts.
I am going to be attacked for doing this with a barrage of legal attacks for protecting the safety and well being of my patients without hesitation or fail. Thus far 8 lawyers that I have faced to destroy me and silence my voice. But it is not my voice that you have all attacked, it is the voices of all of the WAHA patients who were endangered and harmed. These voices will be heard or I will perish in my attempts to make it so.
In medical school and throughout my career the power of the doctor >> patient relationship was always a topic to keep in mind when providing care, the power imbalance that the physician holds. But they never spoke of the patient >> doctor relationship in the following way, the power the patient holds on their doctor. Are the investigators and lawyers in place?
Were all of these documents sent to you?
If not, I insist that you notify me of that and what you did not receive. In turn, I will send a reminder to all who have failed to comply and give them another week. If after that you still have not received all of their documentation, please notify immediately and I will make arrangements to send you all of my copies in my possession.
Post script 2: For all of the old docs and old healthcare administrators involved in this mess, please selflessly take one for the team. Please don’t throw any First Nation health care leader under the bus. I beg this of you. They inherited the mess and have received very bad advice. It’s not their fault so leave them be.
