Oh no! Not the LHIN CEO?

These are the mails sent to the North East Local Health Integration Network ("NELHIN") CEOs from Dr. Waddell. They belong with the People of the Mushkegowuk Territory.
1. This email was sent to Ms. Louise Paquette, CEO and President of the NE LHIN on October 5, 2016. The email raised many serious allegations of wrongdoing at the hospital. There was no response to address any any of these issues except to say there was a governance agreement between the NELHIN and WAHA, and that she'd call officials at WAHA. Should Ms. Paquette not have called the police to investigate the senior management and physician leadership for breach of trust?

I met you a couple of times when I was the Chief of Staff of the WAHA. The highlight was the tour we went on to introduce geriatric services to my patients in the region in the winter of 2013.
Anyway, as the CEO of North East Local Health Integration Network I think it is time you know the following.
I have filed or will be filing complaints against the Chief of Staff Dr. Gordon Green with,
1. The College of Physicians and Surgeons of Ontario,
2. The Information and Privacy Commissioner of Ontario,
3. The Human Rights Tribunal of Ontario,
4. The Ontario Labor Relations Board, and
This is for multiple violations of
1. WAHA By-laws
Section 4.4 by acting in conflict of interest as Chief of Staff.
Section 4.5 by betraying confidentiality given his position as a hospital Chief.
Section 14.1(8b) by failure to adjudicate my application for reappointment within 60 days.
Section 14.1(9) by failure to provide notification of a delay in processing my application to both the Board and me, and failure to provide any reasons for this delay.
Section 19.1(2)d by failing to abide by the hospital rules, Bylaws and provincial laws.
Schedule 4.7 by engaging in conduct unbecoming of a Board Director ex officio and acting in conflict of interest.
Dr. Green has interfered with the President of the Medical Staff from performing their duties as found in Section 22.3 to ensure that I have been treated fairly by WAHA.
Dr. Greenhas also interfered with my access to an Appeal hearing before the Board as found in Section 35.3 in the month’s of February and April of this year.
2. WAHA Workplace Violence Prevention Program – failing to cooperate with the investigation, improperly sharing my confidential information with people and parties who did not need to know and acting in reprisal against me.
3. WAHA Board Policy Manual by acting in conflict of interest as Chief of Staff.
4. WAHA Privacy Agreement by failing to safeguard information obtained through privilege.
5. Failure to abide by the privacy precedent established in 2013 for all members of the medical staff incapacitated due to illness.
6. Physician Services Agreement by failing to seek prior approval from WAHA in a conflict of interest position.
7. The Public Hospitals Act Section 37 by failing to process my application for reappointment within 60 days, failing to notify me of this delay and failing to provide reasons.
8. The Occupational Health and Safety Act by engaging in acts of reprisal against me for filing workplace violence complaint against him in 2015.
9. The Personal Health Information Protection Act and Freedom of Information and Protection of Privacy Act by revealing my personal health information without any consent.
I have or will be filing complaints against the Chief Executive Officer and President Mr. Schmidt with,
1. The Information and Privacy Commissioner of Ontario,
2. The Human Rights Tribunal of Ontario and
3. The Ontario Labor Relations Board.
for multiple violations including
1. Failing to exercise his duties as the CEO as found in By-laws Schedule 5.
2. Interference with the President of the Medical Staff.
3. Interference with a Board hearing.
4. WAHA Workplace Violence Prevention Program by interference with the investigation, improperly sharing my confidential information with people and parties who did not need to know and acting in reprisal against me.
5. WAHA Privacy Agreement by failing to safeguard information obtained through privilege.
6. Failure to abide by the privacy precedent established in 2013 for all members of the medical staff incapacitated due to illness.
7. The Public Hospitals Act section 37 by failing to process my application for reappointment within 60 days, failing to notify me of this delay and failing to provide reasons.

9. The PHIPA and FIPPA by revealing my personal health information without my consent
Dr. Green and Mr. Schmidt have not acted alone. They have enlisted several senior staff including the VP of HR Ms. Reuben, Quality Officer Ms. Lidstone-Jones and the Chief of Family Medicine Dr. Martens to collude and conspire against me. Furthermore they have engaged the services of legal counsel Ms. Dewhirst and Ms. McDonald. I have or will be filing complaints against them through the appropriate forum for their infractions.
So Louise,, that’s what is happening in the most northerly part of your LHIN. I hope that upon reading this you will make further enquiry, possibly even offer assistance, but that is entirely up to you. My battle is truly a David versus Goliath as Mr. [redacted] and Dr. [redacted] have both abused the hospital's might to crush me into submission and silence. All I know, is when the dust has settled, it will be me who is standing. Once my wounds have healed, I will tell my story, not for me, but my Cree patients of yesteryear who let me into their lives and entrusted me with their care.

Post script: This is the last thing I shall say at my appeal hearing scheduled for the end of November. It reads,
I am the longest serving family doctor on the WAHA Medical Staff. I have a distinguished career serving the sick and fallen in the Mushkegowuk Territory in numerous roles without fail. Go into any community and the people will know my name and reputation.
Over many years in your communities I saw the suffering, heard the cries, touched the broken bones, smelled the death and sensed the pain. In doing so I acquired great wisdom and knowledge and knew WAHA physicians could do better. When that time arrived, I spoke the hard truth and became the target of many. Their nefarious deeds of lies, deceit, corruption, ostracism, bullying, manipulation and disregard for any rules and laws, took me to the deepest abyss that almost claimed me from this world. Many senior managers looked on and did nothing. In the face of extreme hardship, I plod along one step at a time, always in the right direction to serve your people who have called me doctor. I am neither a saviour nor saint, simply one man who tried to improve a system that too often failed my patients.
Is this post script not reflect a passion and commitment for the hospital's patients? Was it not worthy of at least a phone call from Ms. Paquette?
2. On October 27, 2016, I emailed Ms. Paquette a second time. I asked that someone from her NE LHIN attend the hearing of Waddell versus WAHA Medical Advisory Committee. There was no response to this email and no one from her LHIN attended the hearing.

Please do not bother making inquiry to anyone at [redacted] as you will simply be wasting your time and energy at this time.
Do consider sending someone from your office to the Hearing scheduled for November 23, 24 and 25, 2016 in Timmins at the Day Inn starting at 9 AM each day and see what unfolds as it is open to the public. What will be revealed on those days through due process shall send tsunamis throughout the James Bay area.

3. On November 2, 2017, I sent the following email to the Acting CEO of the NE LHIN Ms. Kate Fyfe. In it, I asked Ms. Fyfe to look at his Facebook wall to learn what goes on at and take action to help the Mushkegowuk People receive better healthcare.
Ms. Fyfe,
An old dear friend of mine from Moose Factory, Ontario said that you were a person who listens. Her name is Minnie Jeffries. She was a nurse that I worked with for 10 years. She taught me much about diabetes, but more about her people.
When you get a moment please take a look at my Facebook wall. I think the stories that I have told will enlighten you as to what really goes on at WAHA.
I am not asking you for help for me as that ship sailed long ago. I have been driven out from the region and will never be able to return as the power, authority and money of WAHA is simply to powerful to overcome by one man.
What I am asking for is you to help the Mushkegowuk people. They are kind and gentle people deserving of better health care then what they receive. Their system is badly broken and it needlessly kills, maims and endangers them.

Little did Dr. Waddell know that Ms. Fyfe was one of a 9-member investigative team from the NE LHIN that conducted a 'review' of hospital operations, an investigation that was prompted by letters sent by the Grand Chief to the federal and provincial Ministries of Health (see blog titled 'Fooling the Big Chief'). This 'investigation' took place on October 30, 31 and November 1, and on the next day NE LHIN VP of Clinical Dr. Paul Preston published a Preliminary Report called the WAHA Clinical Review Primary Clinical Care. How this report was generated defies explanation as 9 investigators over 3 days represents 27 days of investigation, that's a lot work to digest. Is it possible the investigation was a sham meant to hide the dangers within the hospital that compromised the quantity and quality of healthcare delivered to its patients, and disgraced the medical profession as I posted on his Facebook wall?
On November 9, 2017 Ms. Fyfe responded. She wrote,
Dear Dr. Waddell,
Thank you for your email. I recognize that as a physician, you have served the communities of the James and Hudson Bay Coasts for many years. I appreciate the concern you express in your message for the people and patients who live in the region. The North East LHIN is committed to strengthening the health care system for the betterment of patients and families in the six communities of the coasts.
The North East LHIN recently launched its first Patient and Family Advisory Council. Its membership includes two advisors from the James and Hudson Bay Coasts—one of whom happens to be Minnie Jeffries. We recognize that the Coasts Sub-Region is a unique area within our LHIN and indeed, within all of Ontario. We want to be sure that voices of people who live there are informing our work as a LHIN and that the needs and circumstances of local patients are guiding our decision-making processes.

It is interesting that Ms. Fyfe knew that I was indeed a medical doctor as his email of November 2 did not indicate this, and it was sent from wachaywachay@gmail.com. Did Ms. Fyfe either look at my Facebook wall or read the Grand Chief's letters (see 'Fooling the Big Chief', all indicating that I was indeed a physician? Perhaps both? Maybe by way of Dr. Green, Mr. Schmidt and their band of co-conspirators who presented me as an aggrieved and crazy man unworthy of their time and effort?
It is also interesting that she indicates the NE LHIN 'is committed to strengthening the health care system for the betterment of patients and families in the six communities of the coast.' If this indeed was their mandate why would NE LHIN not investigate the egregious misconduct described in the Grand Chief's letters, my Facebook wall and my emails to CEO and interim CEO's of the NE LHIN.
I was not impressed with Ms. Fyfe's response and wrote that day,
Ms. Fyfe, You have said nothing like your predecessor. Thank you for your nothingness.

4. On November 10, 2017, I emailed Ms. Fyfe once again. In it, I apologized for my bitter pen letter the day before. I expressed my frustration with the indifference of the dangers that lay in the hospital. I begged Ms. Fyfe to look at my Facebook wall and reminded her of the fiduciary duty he owed to the Mushkegowuk people. There was no response.

I apologize for yesterday’s message. I could have expressed the NE LHIN’s inaction and lack of acknowledgement much better. It is simply so frustrating that no one cares about killing, maiming and endangerment of the Mushkegowuk people. Furthermore, I am exasperated beyond belief that physicians can commit egregious misdeeds & no one gives a damn about that as well.
I don’t know if you actually read any of my posts on my Facebook wall that are all public searching John Waddell. I implore you to do so as you shall be shocked, and reconsider your previous bland response as kind and gentle people are in harm’s way in your LHIN and in my opinion you have a duty to protect and safe guard them now.

To a reasonable person the CEOs of the NE LHIN knew, or ought to have known, of the wrongdoing within a hospital that they govern as communicated to them by me. Why did they take no corrective action? Why did they not speak to me? Why did they permit two bogus reports (Preston's Review and Bilodeau's WAHA Clinical Review) to be generated from the LHIN's investigation? Why did they chose to deceive the hospital's patients? How could they justify investigating a hospital within itself, is this not self-serving and a conflict of interest? There were over a dozen other LHINs in the province that could have taken on the task.
